The National Office of Governance, RGB, has indicated that it is preparing regulations that will regulate religions and churches in Rwanda, focusing on the teachings they provide with the aim of completely eradicating teachings that mislead Rwandans.

every religion or church you will find a teacher who has conquered the hearts
of followers who claim to be the anointed one, who teaches and is helped or
works miracles in the name of God when others cannot. When he asks for
offerings, everyone lets go.
In
addition to those who perform miracles, there are those who often appear to
teach and tell followers that if they do not give anything to God, they will
not get what they need. Others teach what they think or want the crowd to gain
from the religion they founded.
It
goes along with the fact that every day there are churches that are getting
separated from the ones that already existed as a result of the conflicts that
their leaders had.
A
religious tax is also being considered
It
is in religions that people earn a lot of money in different ways and
offerings, but they are not taxed because there is no law, but the business
activities of those religions are taxed.
In the prayer for the nation held on September 15, 2025, President Kagame said that it has become clear that anyone who wants money starts a religion because that is where they get money. He said that the amount will be assessed and they will start taxing it.
He
said, “People will study it well and see if there is any problem and we will
share it. Existing rules relating to income tax. People will evaluate it, if
what you teach is healthy, but you use it on your own property and you want to
heal through that process, we will take revenge for the life but we will also
evaluate the money and see how it will go."
Dr.
Uwiciesa explained that there is now a study on how religious incomes would
start to be taxed.
He
said, "The problem of taxation is being investigated, it is in the
process, but let me explain a little bit that many organizations based on
legitimacy, including those with practical development activities, have
clinics, schools, universities, have activities that help many people and find
money from the activities of "The temple is taken to other
activities."
“I wouldn't say that all of them make money and keep it, there are those who implement it and are important partners in development. There are religious people who have profitable business establishments, which are taxed normally, such as a temple with a hotel, the hotel is considered a normal business center that is taxed normally.
Statistics
show that in Rwanda there are 563 religions, churches and organizations based
on beliefs, including 345 different religions.
The
RGB report shows that in terms of management and compliance with the law,
organizations based on authorization are at the rate of 74.2%, and property
management and personnel management are at 55.7%.
An
audit conducted in Rwanda revealed that there are more than 14,000 churches,
mosques and churches, but more than 9,800 are now closed due to non-compliance.
