The decree of the Minister of Health indicated that medical institutions are allowed to carry out legal abortions in addition to health centers and clinics known as Cliniques if they are authorized.
People started claiming it is their rights
Non-governmental organizations that have a
connection with reproductive health have often pointed out that the service of
surrogacy is legal, but it is offered at a very high level, which makes many of
those who need it unable to apply for it.
Among the legal reasons for a medical
center to perform an abortion on a person are the fact that she is pregnant as
a child, the person requesting the abortion has been forcibly sexually abused,
the person requesting the abortion has been carried away after being forcibly
raped by another such as a man and a woman; apply for surrogacy by a close
relative up to the second stage; or pregnancy that threatens the health of the
pregnant woman or the unborn child.
The order of the Minister of Health of
November 29, 2024 determines the requirements to be met in order for a doctor
to inseminate a person, increasing the number of medical institutions that can
provide insemination services.
The only change made is in the fifth
article, which states: "Abortion is performed in a public or private
medical center authorized by the Ministry of Health to operate as a hospital,
health center or polyclinic. However, the Ministry of Health is responsible for
allowing clinics that meet the requirements to provide abortion services, after
reviewing the requirements.
In Rwanda, there are more than 512 health
centers, and the current plan is that in the next three years they will all
have doctors so that many services that are not started in hospitals will be
available at these clinics.
The Association for the Promotion of Life, HDI Rwanda expressed its satisfaction with the changes made in the field of abortion for those in need.
"These changes are an important step
in protecting the lives of women and girls, especially in dealing with the
negative consequences that have been seen for those who use illegal routes
(trafficking), where many have been seriously injured or even lost their
lives."
"This decision is a step that will
increase access to fair, reliable, and timely health services for women and
girls who need these services."
Statistics from the National Institute of
Health, RBC, show that 4,378 women and girls underwent medical abortions
between the years 2020-2023 for various reasons.
RBC's report shows that 60% of those who
received the service became pregnant by force, 32% were taken away because they
threatened the life of the pregnancy or the child, 3% were pregnant with
children, 2% were pregnant by close relatives, while 1% of those who got
pregnant were from someone who was forced to marry them.
A study conducted by the National
Commission for Human Rights revealed that 57.1% of girls who are pregnant
before they reach the age of majority are those who are already friends.
In total, 394 teenagers, equal to 57.1% of those surveyed, were impregnated by their common friends; 136 equal to 19.7% were impregnated by their neighbors; 52 equal to 7.5% were conceived by strangers, while 20 equal to 2.9% were conceived by members of their families.
That's when children born in 2023 are
between 10 and 14 years old and reach 75.
The law stipulates that unless the
pregnancy threatens the life of the pregnancy or the unborn child, the abortion
must not exceed 22 weeks.
