The National Crime Agency (RIB) has announced that the case against Hategekimana Emmanuel, who appeared on YouTube, claimed to be among those responsible for the murder of Pastor Niyonshuti Théogène, known as "Inzahuke," and the leaders of three YouTube videos he appeared in has been presented to the prosecution.
A few days ago, Emmanuel
appeared on YouTube to explain that he was one of the people responsible for
killing poster Théogène, the act tha t he did using satanic forces.
In these interviews, he
revealed that he lived in hell and sent him to earth to kill various people,
saying that this was the case with Pastor Theogène. Emmanuel has been charged
with spreading rumors while Faith Pacific owner of Advice TV, Imanirahari
Pascal owns Imanirahari TV and Mushinzimana Samuel, owner of online TV, have
been charged with being a victim of reporting rumors.
Article 39 of the Cyber
Crime Prevention and Punishment Act states that anyone who knows, using a
computer or computer network, discloses information about storms that can cause
fear, unrest or violence in the public or may cause a person to lose confidence,
commit a crime. If convicted, he will be sentenced to imprisonment of less than
three years but not more than five years and a fine of less than Rwf 1 million
but not exceeding two and being sentenced one or two years in prison.
If the offender is
convicted by a court, he or she will be punished according to the law. A
spokesman for RIB, Dr. Murangira B. Thierry, said that many people have
responded to the use of social media today, warning those who commit crimes to
seek fame or increase their viewers. He added that the company has issued a
warning to users of YouTube videos that they will be prosecuted on the crime of
being the stakeholder. Social media users are advised to take care of the laws
in the fight against crime.
Dr. B. Thierry also said
that social media should not be used to promote illegal activities or
activities because they are often responsible for crimes committed.
